Device regulatory compliance
Regulator orders on devices are executed in the network, with every transaction recorded.
The demand on the operator
The regulator requires blocking reported devices, applying national and international lists and reporting with evidence. Every order must reach the network without affecting legitimate devices.
ATC's response
Sx-EIR applies lists by IMEI and by type-approved model at every network check. Every response is recorded and presented by area in compliance dashboards.
Regulatory framework · Latin America
What each regulator requires of the operator on the IMEI, IMSI and MSISDN
Seven countries, one trend: from blocking the IMEI to linking IMEI–IMSI–MSISDN to an identified holder. Sx-EIR applies on the network the rule each regulation sets and records every response.

Anatel · Agência Nacional de Telecomunicações
CEMI (national register of barred devices), the Celular Legal project and Anatel Resolution 777/2025
- Activate only devices with certification accepted by Anatel and detect irregular ones.
- Notify the user of an irregular device by SMS and block it after 60 days.
- Block devices reported stolen or lost and replicate them in the CEMI for all providers.
- Block and observation lists synchronized with the national register.
- Subscriber notice and scheduled blocking, with every response recorded.
Regional mechanisms
- GSMA Device RegistryPractice FS.45 asks operators to upload their reports and download the global IMEI block list every hour.
- Andean Community · Decision 786Bolivia, Colombia, Ecuador and Peru must exchange stolen-device reports daily and block within 48 hours at most.
- 2025–2026 trendChile and Peru move from the IMEI alone to the IMEI–IMSI link; Mexico identifies the holder of each mobile service.
Informative summary prepared from official sources as of 21 October 2026. It is not legal advice: each country's regulation in force prevails.
